Step 1 is to get everything to a known state. The Airport modem has a reset procedure that will get everything back to defaults. The procedure varies from model to model so you will need to look it up. After you reset the Airport you should be able to go through the standard setup procedure and get everything right. I know that some models have a security freature that only lets you change some settings within a few minutes of powering up.
