I always use a credit card, usually through paypal. I have one card that
I only use on the Internet. It's from our small local credit union. When
there are any questionable charges, the CU calls us to ask us if it's
our purchase [got a call on Monday]. I can log into a secure account
online and I can call a person who I know to inquire about charges.

But, I still need the software.  My daughter is in high school taking
a course, and the teacher wants the parents to buy Adobe Photoshop
which retails for about $1000.

That's a steep requirement for a high school student. Why doesn't the school provide academic licenses for the software? Students can pay a fee to use it. Ask the teacher about the education editions of Photoshop.

CS3 standard [InDesign, Photoshop, Acrobat, Illustrator...] is $389 at Academic Superstore. That could be less than buying Photoshop alone. Education editions can range from ~$150-600+, depending on version and applications. Campusestore.com [journeyed.com] has Photoshop for $299. If there's a local school store, price may be better there.
