Here is what I would try. First, soak the CD in water. This
should allow you to be able to remove most, if not all the paper.
You may have to do some rubbing, but the paper should either dissolve
in a water bath or be able to be gently rubbed off. You can let it
soak for hours if needed.
Next, the adhesive will need to be removed. For this I would use
some plain "paint thinner," the type for oil based paints, often
referred to as either varsol or as naptha. Do not use lacquer
thinner as it will attack the plastic. You may also try good old
WD-40, a good adhesive remover.
Put the CD, data side down, on a paper towel over some newspaper.
Hold it in place and don't let it slide around. Get all traces of
adhesive off the CD by rubbing with a paper towel or soft rag wetted
with some of the paint thinner. You might want to allow some of the
solvent to soak in a bit first. You'll also have to change towels
often as they will load up with absorbed adhesive. If some adhesive
gets on the data side of the CD, remember to wipe only back and forth
ACROSS the surface, edge to center, center to edge. This could all
take some time to accomplish, but I bet it'll work. Then wash the CD
in warm soapy water, and all will hopefully be good.
