800 numbers are actually "inward WATS". A PBX can be programmed to provide any number you want. Large corporations will program it to give the general switchboard number, rather than the direct number of the person calling you. Telemarketers will give an 800 number for the same sort of reason.

FCC rules require the caller ID number to be "legitimate"
