That is why a manager needs to be careful about how they give instructions and how they structure incentives. For example, I find that my staff started to think differently after we started a profit sharing plan. Staff used to always push for buying new computers whenever new models were introduced. Now when I propose options for spending money they seriously evaluate the ROI because they are now paying for that new computer with their own money. If the fast food staff got some of their compensation for the week based on the week's sales they would never have turned away a bus load of customers.
