That sounds like McAfee's "Site Advisor". It's a plug-in for IE and FF (and I presume other browsers) that rates a page. McAfee has a free version and of course, a paid-for version.
McAfee free version isn't tied to a search engine. I tried it, did a search of "warez" and "hack" sites. Some were listed as unsafe (others were listed as safe). Clicking on a "more info" link for a page listed as "unsafe" yields this (well, after you click past an advertisement to buy the for sale version): "Feedback from credible users suggests that downloads on this site may contain what some people would consider adware, spyware, or other potentially unwanted programs." We're talking about including that for our users here. I don't really know if getting a red "x" next to a link might not be enough to convince someone not to go to a specific web page.
