I'll guess it's an intrusive firewall issue. More than that is probably beyond the scope of a mailing list, unless she wants to drop by and mess with it herself.
It's probably a bad idea to have clients logging in via FTP anyway, so instead I'd be trying to figure out why she can't work via http. I mean, does she have a great need to upload files?
