The DC Mayor got control of the schools and installed the new super last year. She found the system rife with abuse and fraud. She fired lots of administrators. School performance is getting better fast. She made lots of enemies by closing and merging underutilized schools. Good leadership is essential. Having the funds to do the job helps too. I think DC now has managed to get both.
