Yep.... That's exactly what's happening.

Yes.  The Tivo remote is the only one I use.

No other IR devices.  I actually took the batteries out of the other remotes 
"just in case" one was transmitting when it shouldn't be.

I've never tried the 18" placement, but can give that a try as a test.
