I was told by a knowledgeable supervisor tech one time when I was having
a lot of problems with my comcast service that either a too low or a too
high signal at the modem were problematic as were quality of splitters.
If the proper signal can't be achieved to your modem, some times an
amplifier to boost or a splitter to drop the signal strength is the
workaround.

I think all 2-ways are by default, balanced at 3.5db. You could try both
2-way and 3-way splitters and see what works better. The technicians at the
home office should be able to tell you what your signal strength is at your
modem. I don't know if putting a terminator on an unused splitter changes
anything. On my system, I use the one 7.0db output and run that to a
distribution amplifier/splitter for the TV's. The second 7.0db output is
unused and unterminated. Signal strength at the modem is adequate, according
to tech support.
Keep in mind that nothing will be as good as a single dedicated line going
to the modem as you did when you put the barrel connector in place of the
splitter. There's always some compromise.

I assume a 2 way will give the least loss for my internet leg on the

They don't seem to sell a 2 way unbalanced at below links. Wouldn't
that be a better solution as the 3rd unused 7bd leg would eat some
signal even if not connected to anything? Anyone have an idea where
to find such a thing? Radio Shack is not showing such...

Sorry, I missed that small detail about your tier.
You'll be looking for an Unbalanced 3-Way Splitter such as this:

below the upper tiers and behind them in priority. Where does one
get a splitter with a low impedance through channel such as you
