They sold it because it was to the businesses advantage to buy it (read cheaper and predictable) rather than rent it and they were elected as shills for business ... business provided the funds that enabled them to run for office.

Make the leases long term and keep getting income from the lease.  These are
a public good and should continue to benefit the public coffers.
