Screwdriver shops and vendors at the MarketPro shows here in the DC area sell new Dell computers. They come with installation discs for the OS and driver discs, etc. for a "from scratch" installation to a blank hard drive. At least they do if you ask, and they are quite willing to. If I were buying a complete computer over the web, I think I'd want to have some sort of phone conversation with the vendor, but maybe some vendors don't allow that??
