I lived pretty rurally in Northern Wisconsin a decade ago, and they were running a fiber optic cable from east to west along the highway out in front of our house.

I was told at the time that Williams was laying the fiber optic as part of a backbone. Now all we had was dial up and a crummy cable system so I was very interested in what was happening.

The truth is there are Fiber Optic cable all over the place, but they may be different levels.

What is very close to you may be a backbone and not transmitting the stuff you need.
