Microsoft cannot offer it's enterprise or ultimate versions of Windows 7
for the netbook at a discount and still sell said versions for full
price to consumers, it won't work for long. I personally don't
understand why there are now numerous versions of software like all of
the Vista versions, but then again I'm not a marketer either.

I can see not wanting to cede the netbook market to Linux or horror of
horrors, Mac OSX (You really can successfully run OSX on some netbooks,
it's Apple's terms that make it problematical), but the present system
is nonsensical. A better approach would be allowing a full install,
then shutting down of features not of use on an Atom processor or
somebody's 800 MHz processor. Bluntly most folks aren't using the full
capabilities of their computers more than a few seconds a month most
likely.
