In January, I got a very nice Compaq Presario for my wife for less than $400 with a dual core Athlon processor and 3GB of RAM. It is my impression that is about the best deal you can get. This was for the CPU only, no monitor, printer, or other peripheral. If this guy refuses to spend more than $400, I predict he'll end up with something he'll not be satisfied with. If Apple offers a package that includes a printer for $400 or less (I believe all Apple computers come with monitors), then he should go with Apple, as I understand their customers are always happy with their purchase.
