I think history has proven that collectively a group of people can act and be just as stupid as an individual. I don't think I should need to give examples here, but maybe I'm just being stupid.

Sounds like what the banks and mortgage companies were saying in the
wake of the sub-prime loan crisis.

 I also cannot accept that "somebody" panicked.  "Somebody" implies a
single individual, but I can rest assured that a number of persons,
including high level individuals, and after considerable, careful and
thoughtful deliberation, were involved in the decision to handle it as
they did.
