I would hope that the only use for such implementation is "I want to migrate to a non-outlook email client, but want to transfer all my mail
which is currently in a .PST file".

I suspect this is just one more aspect of the EU's enforcement of anti-trust and that M$ statement that "This documentation is still in its early stages and work is ongoing" means that it will take 20 years for it to see the light of day.
