That's just it, this is all opinion, not rules. Heavy user could be someone that has dozens of apps open all the time, or it could be someone who edits video 12 hours a day. People learn best what suits them, but if they don't know the parameters of the area in which they are working it's hard to get things just right. Some might not even realize the dock can be moved.
