In the US you don't need permission for anything that takes place outside, including filming bystanders.
Modern searches use indexes to speed things up. 'Black or white' cuts the search in half. 'Lives near Baltimore' narrows it more. etc. etc. Then again, by the time any of that science fiction stuff is implemented, searching algorithms and hardware will have gotten faster too.
