You make Ronald Reagan proud, but that is wildly off the mark. It is the job of regulators to do precisely that. But after the neocons fired the meat inspectors, toy safety inspectors, drug analysts, etc., people started to die. Then the murderers claimed it was because government doesn't work. That's a convenient way to hide from responsibility. But the truth is that they killed them. Their blood is on their hands.
While broadband is not as deadly a situation (though I can think of situations where it would save lives) there is plenty of room for standardization and there is a long history of the government assisting in this. What would radio and TV be like today is each network was using its own incompatible method of delivering its signal?
