Have you looked at the INSTALL.Windows file? This should walk you through the build process. That should walk you through the build process, which would result in an exe file, which you should be able to run from the Windows command line. Once you have concordance installed, if you'd rather not use the command line, you can install congruity, the GUI (although that requires an installation of python on windows, so there's an extra step in there you should be aware of).
