There is a user problem here with someone enabling WiFi tethering and
restarting/rebooting the device. Tethering will now be enabled, and the
user is confused why WiFi isn't connecting. Shall we leave this
informational problem for the desktop UI only or do we want to do some
additional head scratching next week?
