I think we should leave the current behavior as it is. It is a valid one. You restart and you get back into a sane state. Thinks like the underlaying link would have to restart as well. Think about 3G or Ethernet or anything else. If you want a different behavior, then you have to make a clear case for it. And it should be behind a main.conf option. However be really careful how many of these we are including. Since normally only the default ones will be tested.
