I think we should leave the current behavior as it is. It is a valid one. You
restart and you get back into a sane state. Thinks like the underlaying link
would have to restart as well. Think about 3G or Ethernet or anything else.
If you want a different behavior, then you have to make a clear case for it.
And it should be behind a main.conf option. However be really careful how many
of these we are including. Since normally only the default ones will be tested.

Hi Marcel,
we use connman since 0.9 or 0.10 in OpenELEC a embedded Multimedia
Distribution which runs XBMC as a Mediacenter. Actually Tethering is a
much requested feature from our Users so we decided to add tethering
support in our next release.
We need persistent tethering support over reboots (optionally via
main.conf is great for us) because most of the OpenELEC devices are
connected via wired LAN. A user now can connect the phone or tablet to
such OpenELEC box via Wlan to control XBMC via a remote app or as a
bonus can use OpenELEC as a AP if there is no other AP in the near.
