Actually yes, I believe there are scenarios where it makes sense to have
sorting options before the forwarding.

One that we use quite often would be a rule that actually deletes specific
emails depending on subject or sender - and we do NOT want the deleted mails to
be forwarded.

Other scenarios are where we want to forward emails depending on sender or
subject to a specific recipient and only the remaining emails which were not
caught by one of the rules to be forwarded to the 'other' account.
