I cannot reproduce it:

As you can see, /opt/phpki/html/index.php should point to
/opt/phpki/html/setup.php-presetup (the initial setup page). This link is
replaced with a link to main.php only after you submit the setup page. At least
that's how it's supposed to work.
Please, try to remove the rpms (yum remove smeserver-phpki phpki), then
(re)move the entire /opt/phpki directpry (rm -rf /opt/phpki or mv /opt/phpki
/opt/phpki.old), then install it again and check if you can access the setup
page
