So I presume you mean that it gets disabled on a post-upgrade / reboot but not
on just a reboot ?
Though I don't believe it will cure your problem, there is a newer version in
smetest that you could try :

Just looked on my main box which has been post-upgraded and rebooted a few time
and that seems to have stuck on active (though I can't see where that value is
saved). I'll give it a reboot later and check again.
As ever, it may help if you attach the output of the following :
