I tested on a fully updated sme8 with the old version
smeserver-wbl-0.1.0-18.el5.sme
& had the same issues, the Whitelists Enabled status was reset to Disabled
during a post upgrade event.
Note that this change did not happen with a email-update event.

So the bug is confirmed

I also saw the error referred to in bug 7007
WARNING in
/etc/e-smith/templates//var/service/qpsmtpd/config/peers/0/11whitelist_soft:
Use of uninitialized value in string eq at
/etc/e-smith/templates//var/service/qpsmtpd/config/peers/0/11whitelist_soft
line 2.

I then upgraded to the new version from smetest
smeserver-wbl-0.1.0-19.el5.sme
I retested & the status for Wnitelists does not change now during the
post-upgrade event. It remains Enabled.

I also no longer see the warning message referred to above.

I believe this bug and bug 7007 are both fixed with this new version in
smetest.

I suggest to close this bug & move the smeserver-wbl-0.1.0-19.el5.sme package
to smecontribs.
