Even when imap is 'disabled', horde works because imap will work on loopback.
That's the new policy. Imap may not be disabled on loopback, because of horde.
sme8admin makes it posible to disable imap, even on loopback, until the next
reboot/reconfigure. That 'feature' of sme8admin should be made imposible
because of the new policy.
