the db should be like this :
# config show UserPublicWeb
UserPublicWeb=service
PublicAccess=local
php=enabled
status=enabled
then if you have existing users you should issue :
signal-event user-webspace-force-existings
otherwise just create users
and yes I saw that there is things missing in user create event if you create
new users :
expand-template /etc/httpd/conf/httpd.conf
service httpd-e-smith restart
