IMHO: yes!
It looks like than it is not possible to write on the disk (rsync error 11 in
the logs = Error in file I/O, "qq write error or disk full", problems by
writing /var/log and /var/lock etc.....).
I presume therefore that there is an other problem by your backup machine.
Can you build a virtual machine, just to test affa?
