I think I have found at least one reason my problem.
As explained in https://bugs.contribs.org/show_bug.cgi?id=7674, some years ago
I had a problem with memcached, and made a small chance in the templates for
/etc/sysconfig/memcached . I now have removed my custom template, and
everything seems to work nicely. I can restart memcached, and I can
signal-event sogo-modify.
