well to discover that qpsmtpd white and blacklist do not need any restart I
simply edited the wiles manually to discover they were taken into account
without notice as soon as they were saved and another connexion was issued
so I suggest you to test this the same way with spamassassin black/whitelist
add a blacklist or whitelsit on a test adress save the file send a message from
it and check what happen without restarting spamassassin (or dig the manual)
AFAIK, this is the only part that is unknown yet!
