looks like a duplicate of https://bugs.contribs.org/show_bug.cgi?id=10355
most likely you have release 13 or earlier which will default to core version
of php because of wrong path to php 7.X lib.
can you provide at least the version you have installed when reporting bug.
rpm -qa smeserver-php-scl
I was not able to reproduce this on a fresh test server with version
smeserver-php-scl-0.4-15.el6.sme.noarch.
