After repo is configured as below Can confirm result as per Comment 1
Its broken scotty..
[root@prox ~]# yum install smeserver-extrarepositories-libreswan
--enablerepo=smedev
Installed:
smeserver-extrarepositories-libreswan.noarch 0:0.1-7
