Actually I was wrong, The /etc/init.d/bandwidthd was left over from an earlier
rpm!

Deleted it and the expand-template now result in correct entry in
49-koozali-preset.

HOWEVER, bandwidthd not started by reboot or signal-event.

(immediatly after reboot)

   Loaded: loaded (/usr/lib/systemd/system/bandwidthd.service; enabled; vendor
