so it may be as simple as creating a mod_dav conf file in the
/usr/lib/tmpfiles.d/mod_dav.conf
with contents
d /var/run/davLocks 0755 www www
this will then persist on reboots, reconfigs
I'll give it a run on a VM first tho :-)
