I did get a little time to look at this today, on an 8.2 PPC system. As
you said, the behavior is nothing like the clear HowTo illustrates. I see
messages about corrupt aquota.user after editing it with edquota, etc.
It does seem I can get some degree of functionality forcing -F vfsold to
most of the commands, although the user still can't see where he stands
with his quota:
[root@imac root]# quota -F vfsold -u stew

[stew@imac stew]$ quota -F vfsold

I had set that grace time above, and it seems even resetting it, it still
wants to count down the original time. But quotacheck is correctly
tracking as I copied a bunch of files into the quota'd filesystem.
This was an ext2 filesystem. The man page for mount doesn't show quota
options under ext3, although I switched the filesystem back and forth
between ext2 and ext3 and the funtionality seemed the same.
So far I haven't see the kernel try to stop me as I exceed my quota.
Maybe this will be some help. Todd is also going to run some tests on
RC2 of 9.0, and I'll try to look at it further in the next few days.
