PS: are all these Italian's needed? Thought Vatican and Italy would be the same
for everything...

timzeonz are sometimes strange; during WWII Monaco (and Vichy) have
different hour (same as London) than Paris (same as Berlin).

But if, as I think it, you plan to make a first guess of the timezone
from the choosen locale; then there are only it_IT and it_CH locales in
Linux.
