That won't work. "USA & Enlgish", "Russia & Russian" are soem obvious cases;
but also much other countries, and simply the people that want to use
another language than the one where they live one.
locale, keyboard, and zoneinfo should be separated; because having them
choosen by only one key would need either a so big amount of combinations
that it would be really harassing to browse the menu to find the item;
or either than the list will be incomplete, will frustrate people,
and we will be labelled as having microsoftish behaviour not to allow
people to choose by themselves.
The best imho is, when the keyboard or zoneinfo menu comes, that an
entry be directly preselcted and higlighted, depending on the choose locale.
so the people to whom the default choice is ok have just to press enter.
but Ireally think the possibility to choose must be given.
