Yes, but:

And not only that, but all the extra things that DrakX do at install time:
hardware detection (removable medias, video cards, mice,...), pritner and X11
configuration, defining/adding users, selecting the language and keyboard
layout, configuration of the networking/modem, network install and crypto
stuff, the multiple security layers; the multiple installations classes, etc.
And the rpm database itself, with its dependence checking, integrity checking,
version tracking and configuration files preservation.
It's true that if you don't anything of the above it is faster... for the
install; but you have then to count all the time you will spend at the
first login to configure the printing, the X11 system, networking,
searching crypto stuff on the net, etc.
And also all the manual work to ensure that there aren't dependencies problems
or conflicts; you need to manually check that for each new package installed;
which means about 10-15 minutes per package, as a minimum, to ensure that
it is OK; while with rpm you can install a package in seconds and be safe.
Installation is only done once; it is better to have it take longer but do
things the most completly and the most rightly possible; than having a very
fast install which will induce a lot of spent time afterwards.
