URL icons on Gnome doesn't launch Netscape; but a Gnome wrapper that
launch the real browser (so the user can choose which browser he prefers).
That is configurable on gnomecc, in the "URL navigator" entry of the
Control Center.
Maybe the problem is there ?
Try configuring the Gnome URL navigator the trying again.
