It depends: it requires either apache-common or apache2-common. The
latter is automatically installed if you selected the "Web/FTP" section.

So apache1 can work with just apache2-common?

HTML-Embperl has a description, but apache2-HTML-Embperl did not,
because the web site was down when I created the RPM (it was corrected
today in -2mdk).

I cannot duplicate this here. Was this an install or an upgrade? If it's
an upgrade, you might have some package that required a specific version
of mod_php (some Contrib packages did that in 9.0).

Fresh install. I think it's an installer bug, and probably the same bug that wouldn't let me deselect mdkkdm.
