Carryover from old days when "upgrade" of the kernel could potentially
screw up your system.  It was not newbie friendly, so it was removed.
The kernel install scripts are much better now and urpmi is much more
intelligent about upgrade versus install, but nobody has made the call
to change it back to the old way.  It's been this way for a couple of
years now, but then again, when was that ever a reason to not consider a
change...
