I'm not interested in his speech, I'm interested in yours. When you say "stop people who have no reason to do it from doing it. The problem is not just theirs, the problem is everybody's." then you've got a major problem. It's not your job to stop everybody or anybody from doing anything that they freely choose to do with their own software and hardware unless you're FBI, CIA, military, or law enforcement. This aint none of that and as far as I know you're not his momma.
