I think you're placing entirely too much emphasis on the choice of words I make in casual email. Given that it's clear the existing setup doesn't "stop" people from logging in as root in the way you describe, and what I was proposing would not "stop" people from logging in as root in the way you describe, you're clearly a long way off the mark.
