Got an error running that command. Said must specify a value...
Went into graphical editor and set value to 0.
Restarted Evolution and the Spanish dictionare appeared. Thanks!

Went into Evolution Tools --> Settings and clicked on the Composer prefrences
and Spell check tab. Spanish dictionary is not available to enable.
