what is the content of your /etc/sysconfig/i18n file ? (always include it when
reporting i18n problems).
if you set
SYSFONT=koi8-k
and no SYSFONTACM line, and no UNIMAP line; does it works correctly ?

During boot and shutdown/reboot the Cyrillic Uzbek characters are not displayed
properly. The same when (re)starting/stopping services in text mode console. On
graphic console it works fine.
