I still does not work properly. I realized it is a console-tools bug. My 
/var/log/messages says: 
 
ep  7 23:23:59 freax unicode_start: ^[%G 
Sep  7 23:23:59 freax unicode_start: /bin/unicode_start: line 23:    39 
Segmentation fault      /usr/bin/consolechars --font=$1 
Sep  7 23:23:59 freax rc.sysinit: Setting default font (koi8-k):  succeeded 
 
But when the system is up and I do "consolechars koi8-k" I see (showcfont) 
correct console font loaded.

During boot and shutdown/reboot the Cyrillic Uzbek characters are not displayed 
properly. The same when (re)starting/stopping services in text mode console. On 
graphic console it works fine.
