Indeed the problem was in console-tools (it no longer read gziped fonts)
It's fixed now

During boot and shutdown/reboot the Cyrillic Uzbek characters are not displayed
properly. The same when (re)starting/stopping services in text mode console. On
graphic console it works fine.
